阿联酋阿布扎比PV3阿吉班1.5GW光伏项目经理部中压电缆接头工程劳务分包工作内容包含但不限于：
The scope of labor subcontracting for the medium-voltage cable joint works of the PV3 Agiban 1.5 GW photovoltaic project management office in Abu Dhabi, United Arab Emirates, shall include, but shall not be limited to, the following:

1. 施工准备： 根据设计图纸、技术规范及电缆敷设计划，进行现场勘察、施工方案编制、技术交底和施工区域确认；准备电缆接头材料、专用工具、测试仪器及安全防护设施，并由具备OEM、业主或EPC认可资质的专业人员实施接头作业。

1. Construction Preparation: Based on the design drawings, technical specifications, and cable routing plan, conduct site surveys, prepare construction plans, perform technical briefings, and confirm the construction work area; prepare cable joint materials, specialized tools, testing instruments, and safety protection facilities; and ensure that joint installation work is carried out by professionals holding OEM, owner, or EPC-recognized qualifications.

2. 中压电缆中间接头制作与安装： 主要涉及3×240mm²及1×500mm²中压电缆直通接头和交叉互联接头的制作安装。包括电缆测量、切割、剥切、导体连接、绝缘恢复、热缩处理、屏蔽及护层处理等工序，确保接头电气性能和机械性能满足设计要求。

2. Fabrication and Installation of Medium-Voltage Cable Intermediate Joints: This primarily involves the fabrication and installation of straight joints and cross-interconnection joints for 3×240 mm² and 1×500 mm² medium-voltage cables. The process includes cable measurement, cutting, stripping, conductor connection, insulation restoration, heat-shrink treatment, shielding and sheath treatment, etc., ensuring that the electrical and mechanical performance of the joints comply with the design requirements.

3. 中压电缆终端安装： 负责与环网柜（RMU）及SF₆中压开关设备相连接的电缆终端制作安装，包括T型前插头、插拔式终端等。完成电缆剥切、芯线识别、终端连接、绝缘处理、接地连接、电缆固定及相位核对等工作。

3. Medium-voltage cable terminal installation: Responsible for the fabrication and installation of cable terminals connected to ring main units (RMUs) and SF₆ medium-voltage switchgear, including T-type front plugs, detachable terminals, etc.; perform tasks such as cable stripping, conductor identification, terminal connection, insulation treatment, grounding connection, cable fastening, and phase verification.

4. 交叉互联及接地系统施工： 按照设计要求完成交叉互联接头、交叉互联保护箱、接地连接及相关附件的安装，做好电缆屏蔽层、金属护层的连接与处理，保证电缆系统安全可靠运行。

4. Construction of cross-connection and grounding systems: Complete the installation of cross-connection joints, cross-connection protection boxes, grounding connections, and related accessories in accordance with design requirements; ensure proper connection and treatment of cable shielding layers and metal sheaths, thereby guaranteeing the safe and reliable operation of the cable system.

5. 接头保护及现场恢复： 根据现场条件搭设接头防尘、防潮保护棚；接头制作完成后进行防火处理、固定和标识。电缆沟回填后设置接头位置标记，并记录接头编号、识别标签及坐标信息，同时做好施工废料清理和成品保护。

5. Joint Protection and On-site Restoration: Depending on site conditions, erect dust-and moisture-proof protective sheds for the joints; upon completion of the joint fabrication, perform fireproofing treatment, secure the joints, and apply identification markings. After backfilling the cable trench, establish joint location markers, record the joint numbers, identification labels, and coordinate information, while also ensuring the cleanup of construction waste and the protection of finished work.

6. 电气试验与调试： 对完成安装的电缆及接头进行电缆连续性测试、绝缘电阻测试、耐压试验及相关电气检查，核实相位、接线和接地情况，配合完成系统调试，确保测试结果符合项目技术规范及验收要求。

6. Electrical Testing and Commissioning: Perform cable continuity testing, insulation resistance testing, withstand voltage testing, and related electrical inspections on the installed cables and connectors; verify phase configuration, wiring, and grounding conditions; assist in system commissioning; and ensure that test results comply with the project technical specifications and acceptance requirements.

四、资格要求与合同条件Qualification Requirements and Contract Terms

3.1为履行本施工合同，响应人至少应满足本采购项目的施工资质等级（劳务分包承包资质），并符合当地资质要求（阿联酋），具备完成类似工程的施工经验和业绩，并已通过中国电建集团江西省电力建设有限公司的资格审查，并成为中国电建集团江西省电力建设有限公司的合格分包商。
3.1 To fulfill this construction contract,the respondent shall meet at least the construction qualification level (Labor Subcontracting Qualification) required for this procurement project， comply with local qualification requirements (United Arab Emirates), possess construction experience and track record in completing similar projects, pass the qualification review conducted by China Electric Power Construction Group Jiangxi Electric Power Construction Co., Ltd., and become a qualified subcontractor of China Electric Power Construction Group Jiangxi Electric Power Construction Co., Ltd.

3.2响应人必须具有独立法人资格，本项目不接受以联合体形式的响应。
3.2 The bidder must possess independent legal person status; consortium bids are not accepted for this project.

3.3为具有被授予合同的资格，响应人应提供令采购人满意的资格文件，以证明其符合响应合格条件和具有履行合同的能力。为此，所提交的响应文件中应包括下列资料。
3.3 To qualify for award of the contract, the bidder shall submit qualification documents satisfactory to the procuring entity, demonstrating compliance with the required eligibility criteria and capability to perform the contract. The submitted response documents shall include the following materials.

3.3.1有关确立响应法律地位的原始文件的有效复印件及原件扫描件（包括营业执照、资质等级证书、安全施工资格证、法人代表证或委托代理人证明书等），复印件需盖原章。
3.3.1 Valid copies and scanned originals of the original documents establishing legal compliance status (including business license, qualification certification, safety construction qualification certificate, legal representative certificate, or power of attorney), with all copies bearing the official seal.

3.3.2按规定的格式填写公司的组织结构和拟在本工程担任项目经理及施工现场管理、主要施工人员的情况。
3.3.2 Fill in the company's organizational structure, as well as details of the project manager, site management personnel, and key construction staff to be assigned for this project, in accordance with the specified format.
3.3.3按规定格式提供完成本工程拟采用的主要施工机械设备或工机具情况。
3.3.3 Provide, in the prescribed format, details of the main construction machinery and equipment or tools planned for use in this project.

3.3.4完成的与本工程相似的业绩及其合同履行情况。
3.3.4 Completed projects similar to this one and their contract performance records.

3.4中标人在接到中标通知书后5个日历日内开始合同谈判，并在10个日历日内签订完承包合同。
3.4 The winning bidder shall commence contract negotiations within 5 calendar days upon receiving the award notice and finalize the contract within 10 calendar days.
