1.Tender Conditions

The Employer of the Security Consulting Services (herein after referred to as the “Service ”) is Port Qasim Electric Power Company (Private) Limited (“Employer ”).

The Employer is conducting a Public Tender for the Service as the existing term is due to expire.

2.Project Overview and Tender Scope

2.1 Project Site

Address: Plot No. EIZ/LL/SP-14, Eastern Industrial Zone, Bin Qasim, Karachi, Pakistan.

2.2 Contract Period

The Contract shall be performed for 12 months from the date both parties enter into the Contract.

2.3 Service Scope and Quality Requirements

Establish an integrated security system covering all scenarios within and outside the Islamabad office compound and the plant premises, implement eight core operational mechanisms, and develop supporting special security technical solutions. Collaborate with Employer to set up a standardized security organizational structure, deploy professional security officers to carry out on-site security management, and form a full-chain technical control process integrating intelligence assessment, risk early warning, emergency response, and military-police liaison. Comprehensive precautions shall be taken against various security threats including terrorist attacks, drone incursions, travel safety risks for staff, and unauthorized intrusion into the plant premises.

3. Qualification Requirements for Bidders

3.1This tender requires that the Bidder's qualifications, performance meet the following requirements, and that the Bidder has corresponding Security Consulting Services capabilities in terms of personnel, performance, funds, etc.

3.1.1. Legal Registration and Business Scope

The Bidder must be legally registered in Pakistan or China, holding a valid commercial registration certificate. Its business license shall explicitly list “security consulting,” “risk management,” “security solutions,” or equivalent advisory categories within its permitted scope of operations.

3.1.2. Professional Team and Expert Qualifications

The Bidder’s core team shall comprise qualified professionals with demonstrable backgrounds in security engineering, risk assessment, emergency management, or prior service in military/police forces. Holders of internationally recognized certifications (e.g., CPP, PSP, or equivalent) are highly preferred. The team must further provide verifiable evidence of hands- on consulting experience in Pakistan, specifically in the areas of security framework design, threat assessment, and civil‑military/law‑enforcement coordination.

3.1.3. Relevant Past Performance

Within the last five (5) years, the Bidder shall have successfully completed no fewer than two (2) similar projects involving security system design or comprehensive security consulting. Each referenced project must be supported by verifiable case documentation and client feedback or performance evaluations.

3.2 This tender accept consortium bid.

4.Acquisition ofTender Document

4.1 Interested participants are requested to obtain the Bidding Documents from the Employer following submission of a self-introduction letter.

Any company interested in this Tender may obtain the Bidding Documents from Port Qasim Electric Power Company (Private) Limited before 1 November 2026 from 9:00 a.m. to 11:00 a.m. and 3:00 p.m. to 6:00 p.m. (Pakistan time) daily.

4.2 Bidders may contact the Employer to receive the electronic version of the Bidding Documents via email. Upon receiving the potential bidder's authorization letter (or company introduction letter) and ID, the Employer will send the electronic version of the Bidding Documents by email within 1 day.

4.3 Bids from those who do not comply with the requirements of Clause 4.1 and 4.2 of this tender notice for obtaining the Bidding Documents will be rejected.

5. Submission of Bid

5.1 The deadline for submission of bids (in PDF encrypted electronic version, with the password to be provided at the time of bid opening) is 9:30 a.m. (Pakistan time) on November 20, 2026.The submission information is:

5.2 The Employer will reject Bid that are delivered late, have not been delivered to the designated location, or not sealed (or encrypted) in accordance with the requirements of the Bid or have failed pre-qualification (if any).
